Poland at the forefront of EU countries in terms of investing European Funds

Poland is the largest beneficiary of EU funds 2014-2020, with one in four euro going to Poland. We are also one of the leaders in terms of investing EU funds. The summary of the eighth year of implementation of the 2014-2020 financial perspective and the release of funds from the new EU budget were discussed by the members of the Interdepartmental Team for European Union Funds. The event was chaired by the Deputy Minister of Development Funds and Regional Policy, Małgorzata Jarosińska-Jedynak.

We continue to be at the forefront of EU countries in terms of the use of funds. We end 2021 with a very good result. We have contracted almost 94 percent of the total pool from the 2014-2020 perspective, and 73 percent has already been spent and settled with the European Commission (EC). The EU has already reimbursed us 54 billion euro, or nearly 69 percent of the total budget, which gives us an excellent second place in the European Union in percentage reimbursement of EU funds

More than 97 thousand investments with a total value of more than PLN 553 billion are currently being carried out with EU funding. Of this amount, the share of EU funds is more than PLN 336 billion or 93.5 percent of the total available EU budget.

Thanks to efficient implementation, we have not lost a single euro from the planned amount for Poland in a situation where 10 countries have already lost funds irretrievably due to non-fulfillment of the n+3 principle. This is the principle according to which funds granted under the 2014-2020 financial perspective can actually be used until 2023,

Deputy Minister Małgorzata Jarosińska-Jedynak said during the meeting.

The meeting also discussed the launch of the 2021-2027 perspective. The Ministry of Development Funds and Regional Policy is working hard on this issue all the time. In mid-December, Poland formally submitted a draft of the Partnership Agreement to the EC. The Partnership Agreement (PA) is the most important document defining in what Poland will invest European Funds for 2021-2027.

The Inter-Ministerial Team for European Union Funds is a subsidiary body of the government. Its goal is to ensure the effective use of European Union funds. The tasks of the Team include monitoring the progress of the implementation of operational programs co-financed by the structural funds, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund.

The team evaluates the efficiency and effectiveness of the use of EU funds, as well as develops solutions to ensure that the supervision of individual ministers over institutions implementing operational programs and activities under these programs is strengthened. Its work is chaired by the minister responsible for regional development.
