This role is the Senior officer who will be responsible for the second line of defence responsibilities related to Credit Risk, which involves oversight and challenge of risk management actions from the First Line, building a culture of good conduct in the Risk function, embedding the Risk Culture statement carrying out Process Universe related responsibilities as defined in the ERMF and taking the final credit decisions for wholesale lending facilities, ensuring completeness and accuracy of the business credit application and capturing of critical information required for credit risk measurement and credit analysis.
KEY RESPONSIBILITIES
- Act as the Credit Risk control owner under the Group’s Risk Management Framework (including relevant Operational Risk Framework ownership for credit risk) and ensure a full understanding of the risk and control environment in area of responsibility.
- Design, maintain and effectively communicate risk control parameters across the Business, including policies, control standards, risk exposure limits and other control levers in order to maintain the risk profile in line with the Group’s risk appetite.
- Monitor compliance with credit policy and Portfolio Standards on monthly basis at least and reviewing any divergence thereof with the CEO, Client Coverage (CC) Head/Segment Heads to ensure credit quality targets are achieved .
- Direct appropriate response to material events or other risk issues that come to the Senior Credit Officer, Specialized Finance’s attention.
- Maintain a good understanding of the requirements of key external stakeholders in respect of risk management and ensure these are well understood internally and reflected in internal procedures. Ensure that the quality of Business Credit Applications (BCAs) meets Group standards, particularly with regards to the completeness and depth of risk analysis.
- Undertake regular customer visits to better understand the business environment.
- Increase working profits through effective management of the loan asset portfolio in order to help develop the franchise in a sustainable way and minimize provisions.
- Ensure that material risk exposure and related issues are reported to the responsible governance committees and to Group and business-level committees as appropriate.
- Actively participate in key committees through standing membership / invites.
SKILLS AND EXPERIENCE
- At least 15 years’ experience in a similar position.

- Transactional and portfolio management experience
QUALIFICATIONS
- Demonstrate comprehensive knowledge of applicable PRA and OCC/SEC/FRB regulatory requirements together with any other relevant regulation applicable to EA region.
- Ensure compliance with PRA, OCC/SEC/FRB and any other applicable regulation for deals booked in EA.
- Risk capabilities are objective, consistent and compliant with applicable regulations.
- Display exemplary conduct and live by the Group’s Values and Code of Conduct.
- Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
- Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
- Market Knowledge: Substantial experience at the highest level in the banking industry, including demonstrated success in similar role within the same product / business area.
- Business Strategy and Model: Sharp business acumen (including ability to assess risk and appropriate levels of return), strong leadership qualities, excellent interpersonal skills and multi-cultural awareness and sensitivity.
- Risk Management and Control: Demonstrated track record in successful management and ability to manage risk in geographically dispersed and highly varied product base. Expertise in process design and control.
- Regulatory Framework and Requirements: Awareness and understanding of regulatory framework in which the bank operates, and the regulatory requirements and expectations relevant to the role.
- Non-technical Skills: Significant relationship management experience – with external stakeholders at the most senior levels, including regulators and rating agencies.
- “Business” hereinafter defined as Global Credit Markets covering Aviation, Project Finance & Export, Shipping Finance, Leveraged & Acquisition Finance, Financing Solutions, Credit Trading, Financing Risk Underwriting, Securitisation & ABS.

Expected annual base pay range for the role is $209,498 to $290,970 .The final offer will be determined on an individualised basis using a number of variables, including but not limited to skill set, depth of experience and education, internal relativity, and specific work location.
