Austria is obstructing the European Union’s adoption of its 12th package of sanctions against Russia due to concerns involving Raiffeisen Bank, RFE/RL journalist Rikard Jozwiak reported via Twitter on Dec. 12.
Jozwiak reported that EU ambassadors have failed to reach a consensus on the new package of Russian sanctions, as Vienna is objecting to Raiffeisen Bank being designated as an “international sponsor of terrorism” by Ukraine.

In March, Ukraine’s National Agency on Corruption Prevention (NACP) added Austria’s Raiffeisen Bank International to its list of international war sponsors for continuing its operations and increasing profits in Russia.

Similarly, in the past, Hungary had blocked European Union sanctions against Russia when its OTP Bank was included on the war sponsors list. On July 21, Budapest objected to the EU’s plan to provide €20 billion in military support to Ukraine until OTP Bank was removed from the list.
On Sept. 29, NACP temporarily suspended OTP Bank from the list.
