The United States Holocaust Memorial Museum is a federally chartered, nonpartisan institution that was created by the US Congress to serve as America’s national memorial to the victims of the Holocaust and an educational institution dedicated to the history and lessons of the Holocaust. The Museum seeks to educate Americans from all 50 states and all walks of life as well as international audiences. The Museum has three areas of expertise: Holocaust remembrance, Holocaust scholarship and education, and genocide prevention.

 Information about the role

The Museum is a public-private partnership that receives a direct federal appropriation and also raises private contributions to support its mission. Approximately half of the $160 million annual budget comes from charitable contributions (restricted and unrestricted) and endowment earnings; the other half is Federal appropriated funds (annual, multi-year, and no-year). The Museum complies fully with the Federal financial management rules and regulations, and Generally Accepted Accounting Principles (GAAP) and accounting standards.

This position serves as Deputy Investment Officer and Financial Advisor supporting the Investment Officer and Senior Financial Advisor of the United States Holocaust Memorial Museum. The purpose of this position is to provide the Chief Financial Officer and senior management with endowment planning and management as well as long-term investment policy. The incumbent provides innovative approaches to the investment process, prepares financial analysis, investment data, and fund projections and provides advice upon which the Museum Director, and Council Members can make financial and programmatic decisions. The incumbent studies investment and Endowment matters on a worldwide basis.

This is a full-time donated position (non-Federal) paid with the Museum’s private funds. Salary is  commensurate with experience.

This position is located in Washington, DC and is hybrid telework eligible, within the local commuting area of the Museum worksite.

Duties, and Responsibilities for the role

  • Assist in oversight of the Museum’s endowment investments to include: Coordinating activities of the Council’s Investment Committee, meetings with fund managers and due diligence to fulfill audit requirements.
  • Assist in ensuring conformance with Council approved investment policies.
  • Assist in conducting independent valuation assessments on reported values from over 25 investment managers.
  • Assist in monitoring the activities of investment managers to ensure they fully meet the requirements mandated by audit standards.
  • Conduct and document full evaluations of audited statements provided by the investment managers.
  • Prepare and respond to prepared by client (PBC) requests and other audit inquiries.
  • Develop recommendations for improvements in internal controls and develop justifications for financial/accounting policies to prevent waste, fraud and abuse and discourage errors and irregularities.
  • Conduct research, analyze data and solve financial/accounting problems.
  • Maintain and update weekly and monthly cash forecasting tools.
  • Prepare annual overhead allocations.
  • Prepare monthly, quarterly, and annual organizational financial reports and Key Performance Indicators.
  • Other duties as assigned.

 Minimum Qualifications for the role

  • Knowledge of the principles, concepts and theories of finance is required as well as experience providing long-term investment policy and endowment planning.
  • Ten years of financial analysis skills and audit experience.
  • Knowledge of accounting systems and Excel in order to locate and analyze account data and prepare financial reports.
  • Knowledge of Federal and State regulatory and legislative requirements governing investments, securities and endowments as well as laws and regulations of Federal and GAO requirements for trust funds.
  • Excellent verbal and written communication skills.
  • Ability to work both independently and as part of a team.

 Preferred Qualifications for the role

  • Bachelor’s or Master’s degree in Finance.
  • Knowledge of financial policies, systems, practices and procedures.
  • Strong time management skills and the ability to manage shifting priorities.
